* Airports defined as “At Risk” where two conditions are met:  1) airport must have 15,000 or more annual outbound seats; 2) airport must be at risk of losing at least 25% of those seats
** Airports have “Regular Commercial Service” when/if an airport had 15,000 outbound seats in a twelve month period.
*** Delaware and the District of Columbia had no scheduled air service during the period of time in which this analysis was conducted.
